Durango is a fictional country in the central part of North America in the North Pacific Ocean west of the US states of Oregon and Washington.
In 1931, Durango achieved near total independence from the United Kingdom with the Statute of Westminster 1931, but at the time, Durango decided to allow the British Parliament to temporarily retain the power to amend Durango's constitution, on request from the Parliament of Durango. With the Constitution Act 1982, Durango took over that authority, removing the last remaining ties of legal dependence on the Parliament of the United Kingdom, giving the country full sovereignty.
Durango is located in the UTC standard time offset -09:00 (matching it with the US state of Alaska). During daylight saving time it is located in the UTC time offset -08:00.
Durango is a federation composed of 14 provinces. In turn, these may be grouped into four main regions: Western Durango, Central Durango, Southern Durango, and Eastern Durango. Provinces have responsibility for social programs such as health care, education, and welfare. Together, the provinces collect more revenue than the federal government, an almost unique structure among federations in the world. Using its spending powers, the federal government can initiate national policies in provincial areas, such as the Health Act Durango; the provinces can opt out of these, but rarely do so in practice. Equalization payments are made by the federal government to ensure that reasonably uniform standards of services and taxation are kept between the richer and poorer provinces.
